Ули, у нас нет в России block parties, в словаре перевод "благотворительная вечеринка". Верно?

Art district you nailed. It's the part of town where all the galleries are. However, a block party isn't necessarily charitable (in fact, I've never been to one that was). Usually it's just a chance for the neighbors to interact socially. It usually takes place on a cul de sac, since there's less through traffic. It can be on the occasion of a birthday, a birth, an engagement, etc. or to raise money informally for a neighbor who experienced a loss or financial setback. In an art district, it would mean that all the galleries put tables outside with wine and cheese, etc. for passersby to enjoy as they visit all the galleries. So I guess the best thing to call it in Russian would be something like a "street party," if such a thing were possible.
