Usually to be kept waiting is expressed in relation to the past: "We were kept waiting for two hours" because it's a complaint. However in the present, it would be "we are BEING kept waiting" because it's a passive construction: "We're being kept waiting in customs because of some foodstuffs we brought over from Russia."
