"To shout" means to speak in a loud voice. It usually has nothing to do with agression (maybe just a litte, like when you're a little bit angry).

"To scream" means to make a sound of fear or agression. Like when you see a rattlesnake you scream, or when you see those victims in horror movies - they do a lot of screaming there :)
