Convention on the Territorial Sea and the Contiguous Zone (1958) describes the sovereignty of a State and its incorporation of territorial waters including the sea and seabed.

Лицензионные участки Пильтун-Астохского и Лунского месторождений расположены в пределах 12-мильной морской границы Российской территории, поэтому принадлежат к Российскому территориальному морю.

The Piltun-Astokhskoye (PA) and Lunskoye Licence areas are located within the 12 nautical mile limit of Russian Territory, therefore belonging to the Russian Territorial Sea.
