procedural question

I raised a procedural question because I have to report to my capital that item 12 of the annex to document A/C. 1/58/1 contains a bracketed portion that refers to a report, but which does not support a resolution.

Я поднял процедурный вопрос потому, что мне придется сообщить в свою столицу о том, что в пункте 12 приложения к документу А/С. 1/58/1 содержится взятый в скобки текст, который касается доклада, но который не основан на резолюции.

Decisions of the Council, the Council of Ministers for Foreign Affairs, the Council of Ministers of Defence and the Committee of Secretaries of the Security Councils concerning issues other than procedural questions shall be taken by consensus.
