почему 45:24?
Он сразу начинает с "agency" на 42:20, повторяет много раз во время выступления и заканчивает на "agency"
Смысл мне не очень понятен, но посмотрите

В этом контексте, я бы сказал, слово схожее по смысле с таким "Moral Agency" по ссылке grumbler про "Agency (Philosophy)" (посколько тема религиозна), то есть, с моральной, юридической ответственностью или, короче, свободной волей.

Well yes, but strictly going by the source audio it would be "... a lot of peoples' views are shaped by genetics and the way they are(/were) born, so it's unclear to me (that) a large degree of agency exists..."
But the delivery does make it difficult.
