Vika, the use of IS or ARE depends on the type of noun. Countable nouns take ARE: There ARE a lot of lions at the zoo. But uncountable nouns take IS: There's a lot of sugar in Coca-Cola. In your example, PEOPLE is considered a plural countable noun since it can take MANY (many people, -not- much people). Therefore the correct form is There ARE a lot of people.

про исчисляемые и неисчисляемые существительные всё понятно, я просто подумала, что учитывая то, что у "a lot of" есть синоним "lots of, может быть у них есть какая-то разница и "a lot of" требует глагола в единственном числе, потому что используется с неопределенным артиклем.
А собирательное существительное, к тому же, может использоваться и с глагол в единственном числе, если под ним подразумевается "a single undivided body".
