If scrooge is a niggard, a skinflint, both are correct
Elena, none of those words are in common use anymore. Niggard, for obvious reasons (it sounds like nigger). Skinflint is an old word, I think it means mean. If the person referred to in this post doesn't like to spend money, then he's a cheapskate or a miser.
