Руслан, оба эти вопроса означают "Откуда вы?" и подразумевают вопрос о национальности.
Если два американца встречаются, скажем, в Нью-Йорке, и один хочет знать, где проживает второй, то он спросит "Where are you HERE from?" или просто "Where do you live (right now)?".
