Why the word "built" isn't in passive from ? Who built? For exmple: This building was built in the 1900.

we use the word HAVE with other verbs in the pattern "TO HAVE SOMETHING DONE" which basically means that you give someone else the task of doing something for you. It's the past participle <build built BUILT>. In this example, he ordered that a large tomb be built for himself and his riches.
