The present perfect (HAS) is used in a present scenario:
— I just got home from work. My husband is acting like he forgot my birthday, but I know him. He's made dinner, he's dressed really nice and there's a suspicious little box next to the table.
Here, we have a present scenario and we know this because of JUST GOT HOME, husband IS acting. In this scenario, anything that happened before the speaker got home, uses the present perfect HAS. _________________________________
The past perfect (HAD) is used in a past scenario:
— When I GOT home from work, my husband WAS acting like he HAD forgotten my birthday, but I KNEW him. He'D made dinner, he WAS dressed really nice and there WAS a suspicious little box next to the table.
Here, we have a past scenario and we know this because of GOT home, WAS acting, etc. Anything that happened before the woman got home, uses the past perfect HAD.
Also, the present perfect can have different interpretations according to the context. It can be used to turn a simple statement into an announcement: "He's made dinner!" [the speaker is excited or surprised]. It can also be used instead of ALREADY: "He's made dinner." [in answer to the question: When is your husband going to make dinner?]
