In English, "Why don't we go to the movies?" can be an invitation to go to the movies, or it can be a complaint that we never go to the movies. «- Why don’t you play basketball with me (anymore)?
- Well, because you’re a better player and I’m tired of looking like a loser.» этот вопрос будет означать «почему ты (больше) не играешь со мной?».
А вот в таком:
«The weather’s so perfect. I’ll tell you what - why don’t you play basketball with me now, and later we’ll have a little picnic together. What do you think?» он будет означать «почему бы тебе не сыграть со мной?».

The question "Почему ты не играешь в баскетбол со мной?" requires some clarification here.

1. Почему ты не играешь в баскетбол со мной здесь и сейчас (на площадке)?
или
2. Почему ты (никогда) не играешь в баскетбол со мной в общем?

1. In the first case I'd say:
Why aren't you playing basketball with me? (instead, you're just sitting on the bench and reading)
2. If that was a general question, I'd say:
Why do you never play basketball with me?

grumbler, «why wouldn’t you play…?» = «почему ты не хотел сыграть со мной (тогда)?» или «почему бы ты не сыграл со мной (сейчас)?» и это не приглашение, это вопрос, каковы причины нежелания человека сыграть.
