British slang I guess.
American slang too: (1) no place to live: I’m a free spirit — I have no girl and no digs. (2) don’t make criticizing remarks: I just got my hair cut and I hate how it looks. No digs when you see me! (3) (in construction) no digging involved: Demolition and renovation workers needed — no digs.
So what does it mean here?
Is it like somebody not from around some certain area?
I think it’s the punctuation that fucked you up. It should be “Only local lads. No digs.”

The logic is that if you’re a skilled construction worker, you won’t be willing do dig trenches at a construction site for the wiring, plumbing, etc. This is an assurance that there won’t be any digging involved.
