It is hard for me to understand everything in the article I’m sharing, because there are too many names, which I don’t know and they are vital to understanding what is meant.

But, maybe, you can shed some light on it.

So, I’ve searched the internet for “congressional arithmetic” and I think this article may help in understanding what it is.
