I don't think non-fiction is нехудожественный.
If I'm not mistaken, in Russian if it's 'нехудожественный' film, then it's going to be either a documentary film or some kind of a musical film. The rest are 'художественныe'.
While "художественный фильм" is more of a Feature film or a Motion movie/film.
