В русском нет слова, объединяющего building and equipment (разве только "инфраструктура"?). Однако "возможности", в контексте, может означать и то, и другое, и оба.

Объясняю.
Они оценивали достоинства и недостатки. Оценивали субъективно.
К примеру, сравнивали, чей член толще, а чей длиннее, и какой из этих параметров важнее.
И никаких building or equipment в предмет их дискуссии не входил.

Alex, let me teach you something you don’t seem to understand: (1) The facilities in question include the building, the runways, the tower, the equipment and EVERYTHING THAT MAKES UP the base — even the staff. So they don’t have to mention the building and other parts separately, they just use the word FACILITIES — always in the plural. (2) Sunflower Aerodrome Gliderport is in Kansas, while Edwards Air Force Base is in California — they’re most certainly not in the same state.
