How to translate? (en-ru)

ДОБРЫЙ ДЕНЬ) В данном предложении есть ошибка - The number of people who have applied for the job so far are much higher than we've expected.

Здесь учитывается правило a number of, the number of. По ответам ошибка -who have applied for-. А как же другая часть - are much higher ? разве are?

учебники тоже пишут живые люди, и они делают ошибки
однажды в учебнике к IELTS попалось задание "ответить не более чем 3 словами", а в "правильном" ответе было 4

to me, it looks like the only error here is "are much higher..."
I'm not sure why "who have applied" is incorrect. The whole sentence sounds ok to me except for ARE which should be IS. Uly?
