I thought about "has a reputation", but "reputation", at least in Russian, always refers to particularly GOOD or BAD qualities, while "СПАЛЬНЫЙ (район или город)" would sound unnatural with "репутация." That's why I decided to use the neutral "считается."
Maybe I didn't catch your message with the Present Perfect, if so, please clarify it.
