ENDURES here means that it has had for some time, and continues to have, a reputation....

EditedРединг до сих пор считается спальным городком. На самом же деле, он расположен в центре района с бурно развивающейся сервисной экономикой.

Uly,
I thought about "has a reputation", but "reputation", at least in Russian, always refers to particularly GOOD or BAD qualities, while "СПАЛЬНЫЙ (район или город)" would sound unnatural with "репутация." That's why I decided to use the neutral "считается."
Maybe I didn't catch your message with the Present Perfect, if so, please clarify it.
... Oops! Here's another option:
Рединг ДО СИХ ПОР считается спальным городком...
Yes! In other words, ENDURES says two things: it has had a reputation/has been considered something for some time, and STILL does.
Or it GOT a reputation some time ago and still enjoys it to this day.
Thank you, I revised it.
Perfect!👍🏼
