The only context I can imagine for "on a phone" is the following: [father] Carl claims he couldn't call me last night to pick him up from the party because he lost his phone. I guess he was hoping to sleep off his drunkenness at his friend's house so I'd never know. [mother] That's strange... I saw him on a phone this morning when I passed his room. (=maybe not HIS phone, but at any rate A phone)
