А причем тут Past Perfect?
Я представила контекст в прошедшем, ну а until меня вдохновил на perfect.
Получается, что когда началась WW II, GB УЖЕ была великой империей. То есть успела ей стать к началу войны.
Actually, in this context it can be both, although HAD BEEN emphasizes that after that point, it stopped being a MIGHTY empire.
My first choice was MIGHTY before... I looked into the dictionary 😩
