Why?
Google finds "had to be worried about" in many books.
Is it that the meaning is different?

(1) “This had to be worried about” makes it sound like “this” was worried, which makes no sense.(2) HAVE TO is categorical in the sense of MUST with no other option. I believe СЛЕДОВАЛО is more like a suggestion than a categorial directive, hence SHOULD is more in order according to the context. (3) HAD TO BE is more commonly a supposition like ДОЛЖНО БЫТЬ.
