Это зависит от контекста, как всегда.
И их пример это ...If you try to fix your car for hours and hours but it still won't work, you will feel frustrated.
В этом контексте по-русски никогда не скажешь "разочарованным".
disappointed AND UNSUCCESSFUL - я с трудом представляю где это можно перевести как просто "разочарованный"
И там же далее -
People become frustrated when they fail to achieve their goals
not successful; having failed or having an unfavorable outcome

Для всех синонимов есть всегда хоть небольшая, но разница. Разочаоваться можно в чем-то, ком-то, можно и в себе (конфераньсе), но это не то чувстсво от которого навертываются слезы. В первую очередь это disappointment.
Frustration - это более сложное чувство, которое может включать разочарование, но не только его. Например, беспомощность (things are not happening in the way that you want, or in the way that they should). От беспомощности да, слезы могут навертываться.
Я больше на эту тему спорить не буду. Мое дело маленькое.
