AFAIK it's "reference" in UK that means both a letter and a person who can be asked to provide "references" (not necessarily in form of a letter)

That’s also REFERENCES in the US, as opposed to a letter of recommendation, which is one that contains someone’s opinion of you as an employee. REFERENCES is simply a list of the places you’ve worked with a phone number provided.

List of places can be long.
Normally only 2-3 references/referees are required
"Referees: Give the names, positions and addresses of the two persons who have enclosed sealed references in support of your application who have knowledge of your ability to undertake the proposed study. If you have not enclosed references it is your responsibility to ensure these are sent to the University, as we do not contact referees on your behalf"

Hmmmm, in that context, it doesn’t look like this is job related. It looks a like prospective student applying to a program and being referred officially by the faculty of his present/previous university.

I don't see much difference.

Other examples:
"Professional References. Please give details of two referees, one should be your current or most recent employer, relatives and friends should not be used as references."
"References (including your current or most recent employer). Referees are normally approached before interview. Please tick the box below if you wish to be consulted."

The difference is that REFERENCES for work are not in the form of a sealed letter. The are a list - usually appearing at the bottom or back of your resume and are provided at the same time as your resume. Some people choose not to include them and write “references upon request“ somewhere on the resume.

Sorry, I didn’t understand your question. When applying for a job, you present your resume including a list of references. Optionally, if you former employees liked you so much that they supplied you with a letter of recommendation upon leaving, you can present copies of those.

Universities require a referral from your present university when applying for a program or study. In order to be official, they have to be sent from the institution in a sealed envelope - you can’t deliver them yourself.

Students CAN’T deliver them to universities because they can forge them; Job applicants CAN and DO delivery them because they’re usually on the resume.

Yes, I understand that sealed envelopes don't make any sense when delivered by the applicant, but in all other cases they would be sealed anyway.

I'm not yet.)) In Russian рекомендация (=отзыв) is a colloquial word for рекомендательное письмо. Google it and you'll see.
