The most common is “in order not to (do something)”. “In order to not (do something)” is also fine depending on the context. The last one would highly depend on the context.
They’re both acceptable and correct. It’s a matter of preference. I say IN ORDER TO NOT, as do most of the people I know in the US. IN ORDER NOT TO is something I would write in a letter, for instance. Also, colloquially, most people tend to say SO AS TO NOT (which they pronounce [so’z ta not]... 😉
