Valery, your sentence would apply if someone were talking about a specific decision, which, given the circumstances, was the only right thing to do at the time. Is that what the Russian means, or is it more general as in Aleksandr's translation?
Ольга, это не та фраза, по отношению к прошлому говорят "at THE time", а не "that time"

Uly, тогда это было уместно sounds pretty general to me. I don't think this phrase implies some specific decision. So Alexander's variant is correct I believe. Btw, I thought Valeriy's translation is good too in this context, but now, after your remark, I see the difference, so thanks =)
